Optimize for Actions That Matter
Understand the role this focused capability plays and what it is designed to support.
Clicks, impressions and visits show activity, but they do not confirm a useful business outcome. Conversion tracking connects advertising with defined actions such as a completed enquiry form, a call meeting an agreed duration, a purchase with a valid transaction value or an approved lead stage returned from the sales process.
The first decision is not which tag to install. It is what should count. Google Ads can treat selected actions as primary goals used in the Conversions column and for bidding, while secondary actions remain available for observation in All conversions. A page view, phone-link click and qualified sale should not be given equal meaning simply because each can be measured.
The implementation also needs a source of truth. Google Ads tags, GA4 key events, call reporting and offline imports can serve different purposes. Duplicating the same action across sources without a clear rule can inflate reporting and train automated bidding on the wrong signal.
Business Definition Before Tagging
Write down what occurred, when it becomes successful, where that proof exists and who owns it. 'Form submitted' is different from 'form button clicked'; 'lead received' is different from 'lead qualified'.
Primary and Secondary Actions
Primary actions should represent outcomes the selected campaigns are meant to optimise toward. Secondary actions can help diagnose the journey without competing for the same bidding importance.
Reporting Is Not Causality
A reported conversion is attributed according to platform settings and observable signals. It does not prove that advertising was the only cause, that every conversion was captured or that the outcome was profitable.
